Programs for Improving Development Codes and Review Processes

During my expanding contact with our citizens the question always comes up as to why our codes permit shoddy building standards for design and density within our city. I participated in a Land Use Task Force that studied this problem and recommended to the Council that an overhaul of these codes was way overdue. The project will take time but will include research, public outreach, drafting new code language and adopting amendments. Planning staff has kept an increasingly large file of updates needed to improve the Development Code.

Issues have been identified by citizens, neighborhood leaders, decision makers, developers and staff and placed on various priority lists. Immediate attention is being addressed to such items as creative lot configurations, big box ordinance, driveway length standards, and lot size compatibility standards.


Another identified problem was the complaints of inconsistency in the permitting process and conflicting inspection requirements. In order to improve this review process, plans call for establishing a Customer Service and Self Help Center within City Hall. This will be accomplished in two phases.

The first phase will form an on-call staff team to help citizens and to amend procedures to allow for more permits to be issued over the counter.

The second phase will remodel the Customer Service Center so that staff can relocate there and have direct contact with citizens. This concept has proved to be very successful in other cities in opening up City Hall to more easy, friendly and personal access.
