Fostering Unity and Cooperaiton Among East County Governments

When I joined the Council in 2005 I realized there was an apparent barrier in communication between Gresham and the three other local jurisdictions, namely Wood Village, Troutdale and Fairview both on a staff and elected official level.
The historical perspective of the East County community had fostered this independence with Gresham always being referred to as the giant gorrilla. Norm Thomas, a Councilor from Troutdale, and myself realized the only way to break down this barrier in order to create a more cooperative spirit was to encourage participation by the Councilors of the four cities and let the four Mayors do their own thing.

cooperationWe formed an Inter-Council group which meets informally for breakfast once a month and all Councilors, and Mayors from the four cities are invited to attend. The attendance continues to grow and has resulted in developing mutual cooperation and sharing of best practices in a number of areas such as emergency management preparation, public safety issues, County finances and cooperative purchasing agreements.

The more that we meet and get to know each other we realize the importance of regional cooperation as we compete for funding and economic development opportunities for East County.
