Fair and Regular Rental Housing Inspections

Following a meeting last August that I attended in Rockwood with other Councilors where people testified with their faces hidden by masks for fear of retaliation by unscrupulous landlords, the Council gave direction to staff to develop a mandatory rental housing inspection program. The primary purpose of this program is to insure that every residential rental unit meets minimum habitability standards, both on the the interior of their unit and in the common areas.

This program was activated in February with the hiring of the first inspector. Initial housing cases have been in response to complaints received. The mandatory revolving inspection component of the program is now starting with the addition of other inspectors.

This program is being funded by an annual fee assessed on landlords based on the size of their units. It has been favorably accepted with individual concerns for accountability referred to a Rental Task Force comprised of a broad range of stakeholder interests with a vested interest in this new program. Reports of voluntary cleanup of units and the sale of some know crime-infested units have been filed.
