Road Maintenance and Traffic Congestion

More than one million additional people are expected to live in the Metro Region in the next 30 years. With the rapidly decreasing amount of land within the existing Urban Boundary on the West Side it is apparent that we will be the recipient of a good portion of this anticipated growth.

trafficAccommodating such growth, while maintaining the quality of life citizens expect will require substantial investment from the public and private sectors. The Metro 2040 plan calls for this growth to be in regional and town centers, along transit corridors and in employment and industrial areas as a strategy to maintain livable communities and support a strong economy while reducing traffic congestion and conserving energy.

The overall condition of the roads in our city is declining and the cost to repair/replace them is rising exponentially. While the Transportation Division continues to make every effort to stretch the $2 million allocated maintenance dollars, a recent external report showed in 2007 the deferred maintenance amount was $23 Million and by 2008 it had risen to $40.5 Million.

Since the State has not increased the gas tax since 1993 and it appears unlikely the legislature will take any action in the near future it is evident that additional funds will have to be raised locally to repair and reconstruct our streets. This may have to be in the form of local gas taxes, similar to those seven other Oregon jurisdictions have imposed, or by a local transportation utility fee.
